They are small enough to fit on a city lot in the backyard; for example, a mother-in-law or may live in a park home on the same lot as her child. The idea is that it provides another residence onsite, often just temporary. Though smaller and maybe only being used for a few years, park homes need skirting just like manufactured homes for the same reasons.
